
WHO NEEDS TO BE REGISTERED
HOW DO I BECOME A REGISTERED CONTRACTOR
Contractors must be registered annually with the Department of Environmental Services (DOES) in the same year and prior to such tasks performed. The program begins July 1 each year and ends June 30 of the next year.
Registration will include completion of:
Erie County Contractor Registration Application (PDF, 144KB)
- Be sure the Contractors' Chief Officer signs the statement agreeing to follow Erie County Rules, Specifications and Construction Standards and to follow all applicable OSHA regulations.
- Application is completed properly which includes being notarized.
DMA for Funding and Business Contracts Form (Declaration Regarding Material Assistance/ Nonassistance To A Terrorist Organization) (PDF, 201KB) with the Current List of Designated Foreign Terrorist Organizations attached.
Project Safety Agreement (PDF, 75KB)
Submittal of proper registration fees (See Registration Fees)
Passing of Test with score of 85% or better (See Training/Testing Requirements)
Installing Service Line Contractors must have an on-site designated safety employee when performing any trenching, excavating, lock-out tag-out, confined space entry duties, and construction traffic zones.
Backflow Testers must submit a current copy of their Department of Commerce Certified Backflow Tester certificate, along with a copy of their device calibration which must be current within two (2) years.
Those registering for Fire Protection must submit their current certificate from the State of Ohio Department of Commerce Division of State Fire Marshall.
REGISTRATION FEES
The registration fee for first time applicants will be $40.00 for each on-site safety employees, backflow tester or fire protection tester listed on the application. Renewals will be charged a rate of $25.00 per person.
TRAINING / TESTING REQUIREMENTS
All on-site safety employees, backflow testers and fire protection testers are required to take an annual open book test requiring a score of 85% or better with no time limit to meet the training requirements. Questions will be based on the following topics:
Even though Erie County will not track the 10 Hour OSHA training, Companies are encouraged to continue to send all on-site safety employees to the 10 Hour OSHA Construction Certification course every 5 years and Competent Person training.
On-site safety employees, backflow testers, and fire protection testers should contact the DOES Administration Division at 419-433-7303, ext. 221 to schedule testing between the hours of approximately 7:30 a.m. to 1:00 p.m. Monday through Friday upon availability.
The Sanitary Engineer may deny registration to Contractors who have failed to follow County rules, specifications and construction standards.

The Department of Environmental Services will provide an on-line copy of all Water and Sanitary Sewer Rules and Materials, Specifications and Construction Standards. They can be found at:

Each July 1st, after rules/standards have been revised, a list will be available. Revisions will be posted upon availability.
LIST OF REGISTERED CONTRACTORS
A list of registered Installing Service Line Contractors, Fire Protection Testers and Backflow Testers shall be maintained by the Department of Environmental Services and shall be available on the Department website.
