Latex (water based) paint may be disposed of in landfills AFTER it has been allowed to completely dry.  You can accomplish this by using floor-dri, Cat Litter, soil or allow to air dry.  Some hardware stores sell products to accomplish this.

5.  Not really a question but a firm advisory.

All loads of trash brought to the Erie County Landfill must be tarped.  There will be a $10 fee added to your final bill if your load is not tarped prior to arriving at the landfill or you may be rejected.  This is to prevent the blowing of unsecured litter from your vehicle onto the roads and properties of the Erie County citizens and our neighbors.  You may even be in jeopardy of receiving a citation and fine from the Erie County Sheriff’s Department if found to be in violation of this requirement.
