Erie County purchasing guidelines aim to provide goods and services to county agencies in the most cost-effective manner. All businesses, including minority-owned, female-owned, or small businesses are encouraged to submit bids.

Contracts/Agreements:

Construction, professional, service, maintenance agreements, and repair contracts can only be entered into by the contracting authority, the Board of County Commissioners (exceptions denoted in the Ohio Revised Code.

Contracts or agreements of $1,000, but less than $25,000, must have three verbal quotes, detailed in letter form. Contracts or agreements of $25,000, but less than $50,000, must have three written quotes. For contracts or agreements in excess of $50,000, they must follow all formal bidding procedures as stated in the Ohio Revised Code.

Any contract or agreement for $15,000 or more must have a Contract Limitations Certificate attached.

Ohio Prevailing Wage requirements:  

The applicable wage rates must accompany such contracts. Replacement is where the item is substantially the same; additions/new construction are when the item never existed.

As of January 1, 2016:

“New” construction threshold level has been adjusted to: $250,000

“Reconstruction, enlargement, alteration, repair, remodeling, renovation, or painting” threshold level has been adjusted to: $75,000

As of January 1, 2020:

“New” construction that involves roads, streets, alleys, sewers, ditches and other works connected to road or bridge construction threshold level has been adjusted to: $93,292

“Reconstruction, enlargement, alteration, repair, remodeling, renovation, or painting” that involves roads, streets, alleys, sewers, ditches and other works connected to road or bridge construction threshold level has been adjusted to: $27,950
